You have successfully highlighted how murky this whole area is. I suppose to move forward it might help to establish who specifically acted with a motive to ist a terrorist group. If the Czechs were aware that Libya supported terror, they are equally guilty. If NORAID were aware (and it is hard to believe they were not) they too should be proscribed and their members made personally liable.
