What gun (mainly pistol) companies are considered American gun companies?

I'm looking for companies that are considered American companies such as Colt LLC. Also, another question, why do American law enforcement and military groups use foreign weapons? I understand that better guns are made outside of the US but wouldn't you think they would just ask a gun company for a better gun?
