Why does God create earthquakes, floods, plagues and genetic mutation, then not tell us why it must be done?

uming of course that God created all things and manages all in nature occurring on earth, why wouldn't God at least give us some warning? Like, "hay guyz, I'm about to bring a 9.5 quake near Beijing, so y'all better clear the f*ck out pronto, regards, God".
