Why does tire pressure make a difference?

I was reading on a biking website a href="http://www.bestroadbike.org" rel="nofollow"http://www.bestroadbike.org/a that having high tire pressure will make your bike faster. Why is that, and if that's the case, why do mountain bikers ride with lower pressure in their tires?
